PURPOSE: A grounding plate and a grounding rod made of an open-cell type metal foam are provided to realize a lower ground resistance because a contact area with the earth is large, thereby quickly flowing an over current on the earth. CONSTITUTION: A copper plate is combined with an upper part of an open-cell type foam metal rod or an open-cell type foam metal plate to transfer electricity applied from a ground line to the open-cell type foam metal rod or the open-cell type foam metal plate well. The combination of the copper plate with the open-cell type foam metal rod or the open-cell type foam metal plate is made by brazing welding or soldering.
