PROBLEM TO BE SOLVED: To provide an elution inhibiter of a hazardous element capable of suppressing the elution amount of the hazardous element in a waste material to an environmental quality standard value or below and fly ash subjected to elution inhibiting treatment of the hazardous element using the same. SOLUTION: The elution inhibiter of the hazardous element contains an iron powder, calcium oxide and aluminum oxide as essential components, and specifically contains calcium oxide of 50 to 500 pts. mass and aluminum oxide of 20 to 200 pts. mass to the iron powder of 100 pts. mass.
