PURPOSE: A composition containing distilled liquid of rice husk as an active ingredient is provided to reduce total weight of the epidermis, dermis and whole skin. CONSTITUTION: A pharmaceutical composition for preventing and treating contact dermatitis or atopic dermatitis contains distilled liquid of rice husk as an active ingredient. A method for producing the distilled liquid of the rice husk comprises: a first step of treating rice husk at 300°C-600°C for 40 to 120 minutes; a second step of condensing steam discharged during hydrocarbon processing to obtain crude distilled liquid; and a third step of distilling the crude distilled liquid at 40°C ~ 70°C.
