The dispenser has a body (2) made of transparent plastic material and provided with a dispensing slot (6) at its end. An upper cap is screwed on the body. A central thrust line (3) is provided with a spring (5), a thrust pedestal (4) and a fixation base (1) that is fixed on the body by screwing, sticking, tightening or clipping. A ring is situated on the fixation base. A finger (7) permits extraction of the flat piece situated before the dispensing slot.
