Ž<P>SOLUTION: A radially outer side surface 11 of an annular portion 7 located at a radially inner side a of a bolt fastening position A is configured to be a straight-shaped portion 13 extending radially outward from a tip 9 of the annular portion 7 to a periphery portion 8c of a hole cover 3, a bolt fastening portion 14 which contacts a rear surface 13a of the straight-shaped portion 13 is formed on a floor panel 1, and a contact position of the straight-shaped portion 13 and the bolt fastening portion 14 is fastened with a bolt.
