<P>PROBLEM TO BE SOLVED: To realize startability and highly accurate controllability in steady condition, in a general-purpose engine with a fuel injection valve attached to a cylinder head or an intake passage forming body, by driving a throttle valve for opening or closing by an actuator for controlling the intake flow rate of an intake passage possessed by the intake passage forming body. Ž<P>SOLUTION: A control mode determining means 41 determines as a low temperature starting control mode when the engine temperature is the predetermined engine temperature or less and the intake temperature is the predetermined intake temperature or less, and determines as an ordinary control mode when an engine speed exceeds a predetermined engine speed. A throttle opening calculating means 42 determines opening of the throttle valve so that intake pressure at the present intake temperature becomes a predetermined value or less in the low temperature starting control mode, and determines the opening of the throttle valve so that the engine speed becomes a target value in the ordinary control mode, and the actuator 30 is controlled by an actuator control means 43 based on the opening calculated by the throttle opening calculating means 42.
