PROBLEM TO BE SOLVED: To provide an image density-controlling device and an image-forming device which each very precisely control the density of a colorant without being influenced by reflection light from an image carrier. SOLUTION: The image-forming device 1 includes: an intermediate transfer belt 4 which holds toner images; an image-forming unit 10 which forms the toner images on the intermediate transfer belt 4; a density-detecting part 5 which irradiates the formed toner images with irradiation light and detects the intensity of the reflected light from the toner images; a controlling part 11 which controls the density of the toner images on the basis of the light quantity detected by the density-detecting part 5; and so on. The toner images formed by the image-forming unit 10 are laminated images including a first toner layer and second toner layer which is laminated on the first toner layer. The density-detecting part 5 irradiates the laminated image with the irradiation light having a wavelength in which the reflectivity of a second colorant layer is larger than the reflectivity of a first colorant layer.
