PROBLEM TO BE SOLVED: To provide a decision method, decision device and decision program, capable of deciding a terminal originating spam data as a spam origination terminal, even if the origination interval of spam data is lengthened. SOLUTION: In the method of deciding a spam origination terminal, transmission and reception record information of data packet which is transmitted and received between terminals is stored, and the degree of relationship among a plurality of destination terminals which are the destinations of data packet originated from the same terminal is evaluated. Based on the degree of relationship, a score indicating the reliability of a fact that a source terminal which is the source of data packet is a spam origination terminal is calculated, and the spam data is originated for other terminal by deciding that a source terminal having a resulting score higher than a predetermined threshold is a spam origination terminal.
