<P>PROBLEM TO BE SOLVED: To provide a terminal excellent in versatility for issuing, by the same terminal, a medium to be issued with perforations to easily remove a portion of the medium. Ž<P>SOLUTION: A medium processing device includes a cutting portion for cutting the medium, and cuts the medium into an optional length as instructed by a host unit in the cutting portion to issue the medium to be issued. The cutting portion has a first blade for cutting the medium, and a second blade for cutting the medium while leaving a portion thereof in a widthwise direction, and the both blades are integrated into a two-blade structure in a state wherein the positions of the blade edges of the first blade and the second blade are shifted from each other in a cutting direction. The movement amount of this two-blade structure is controlled to selectively perform complete cutting of the medium and cutting of the medium while leaving the portion thereof in the widthwise direction.
