PROBLEM TO BE SOLVED: To provide a system for predicting inundation which predicts presence or absence of inundation in a prescribed area, based on rainfall. SOLUTION: Inundation range data and rainfall data at the past date of occurrence of inundation and, in addition, examined rainfall data are stored in a database 13. First the inundation range data and the rainfall data to be used for analysis are selected and mesh division conditions and an inundation area ratio are set by the medium of an input part 15 and others. CPU 3 performs mesh division of the inundation range data in accordance with the mesh division conditions, compares the ratio of an inundation area in each mesh region to a mesh region area with the set inundation area ratio and prepares data on presence or absence of inundation. Next, the CPU 3 performs machine learning of the data on presence or absence of inundation and the rainfall data, using a support vector machine, and prepares prediction reference data. Successively, the CPU 3 performs inundation prediction for the examined prediction data, using the prediction reference data, prepares inundation prediction data and performs display of the inundation prediction data in a display part 7.
