<p><P>PROBLEM TO BE SOLVED: To enable a small scale user who uses bamboo as fuel to use carbon dioxide emission trading. <P>SOLUTION: A plurality of manufacturers who manufacture bamboo fuel, one manager who receives the bamboo fuel from the manufacturers, and a plurality of users who receive the bamboo fuel from the manager use a plurality of common containers for delivery of the bamboo fuel. The containers respectively have identifiers such as two-dimensional codes so as to be discriminated from each other. When the manufacturers and the manager ship the containers containing the bamboo fuel, and when the users receive the containers containing the bamboo fuel, they use bar-code readers managed by themselves, to read the identifier information of the identifiers attached to the containers, and send it to a management device.
