PROBLEM TO BE SOLVED: To provide a conductive color filter substrate having high conductivity and a fine color property, and to provide a method of manufacturing the color filter substrate.

SOLUTION: The method of manufacturing the color filter substrate having a transparent conductive film and coloring material formed on the substrate P includes the steps of: forming a bank B on the substrate P; disposing liquid material L1 containing transparent conductive micro particles FPin an area defined by the bank B; forming the transparent conductive film F1 by baking the transparent conductive micro particles FP; impregnating gaps among the transparent conductive micro particles FPin the transparent conductive film F1 with the coloring material; and baking the transparent conductive film F1 impregnated with the coloring material again.
