<P>PROBLEM TO BE SOLVED: To control a transmission start time to complete transmission by an estimated transmission completion time when transmitting stored data of an unattended shop to a data management center. Ž<P>SOLUTION: When a communication control device 10 transmits stored data to a DVR 20, a time control part 11 refers to a transmission data management DB 13 storing actual values of transmission rates (actual rates) for past one year, reads an actual rate of the date 364 days before (that is, the date of the same day of the week nearly one year before), and compares the total set rates set in advance with the total actual rates. When the total actual rates is not smaller than the total set rates, transmission is started at the set rate from a fixed time. When the total actual rates is smaller than the total set rates, new correction rates are set, and the transmission start time is set earlier so that the total correction rates is set not smaller than the total set rates.
