PROBLEM TO BE SOLVED: To efficiently control noise by restricting a control space of a noise control object, in a position where a human body exists, and to provide a noise reduction effect surely in a head position of the human body. SOLUTION: A control command value calculation section 32 of a control unit 30 specifies a set of seats where crews are seated based on a crew detection signal from a crew existence detecting sensor 40, and removes the control space corresponding to the seat position where the crews are not seated, from the control object, and the control space corresponding to the seat position where the crew members are seated is expanded, and a control command value creating filter for reducing noise in the expanded control space is selected. Based on the control command value creating filter and an acceleration signal from an accelerator sensor 10, a control command value is created.
