<P>PROBLEM TO BE SOLVED: To avoid exposure of a metallic portion and reliably prevent corrosion and liquid junction in a simple constitution and a simple process. <P>SOLUTION: A plurality of inlet hole parts 40a communicating a fuel gas inlet communication hole 24a with a fuel gas passage 26, and a plurality of outlet hole parts 40b communicating a fuel gas outlet communication hole 24b with the fuel gas passage 26 are installed in a metallic plate 31. A communication hole 30a is formed by installing a covering part 42a with a first seal member 32 on the inner peripheral surface forming the inlet hole part 40a.
