<P>PROBLEM TO BE SOLVED: To provide a backrest which is comfortable to sit and a chair having the back rest. Ž<P>SOLUTION: A back support 31 of the backrest 30 is formed by vertically arranging, with predetermined spaces, flexible tabular members 33 expanding in right and left directions. In the back support 31, the tabular members 33 arranged in a waist region 34 contacting the human waist are formed so that its thickness in the front and rear directions is gradually decreased from supporting region 37 on right and left sides toward a bending region 36 in the center. When a load is applied to the tabular members 33 in the waist region 34 by the back 2, the bending region 36, which is bent relatively easy, is deformed as if it is bent backward, so that the supporting regions 37 hold the back of a user from the rear of the right and left sides.
