Provided are a base station apparatus, a mobile communication system and a communication control method wherein an appropriate charge for connection time can be performed based on an actual communication state.  There are included a connecting unit that establishes a connection with a user equipment (100n); a timing unit (2084, 2085, 2011, 20816) that determines, as a time interval for which a charge is to be made, a time interval for which the user equipment (100n) is in a communicable state within a connecting section where the user equipment (100n) is in a connection state; and a charging unit (2012) that decides a charging amount based on the time interval determined by the timing unit (2084, 2085, 2011, 20816).
