Provided is a method for manufacturing a substrate provided with a surface section having a plurality of uneven shapes.  The method is provided with: an applying step of applying a solution, which has a structural material constituting the surface section dissolved in a solvent, on a mold having a shape that corresponds to the uneven shapes; a drying step of forming the surface section on the mold by drying the solvent in the solution applied on the mold; an adhering step of adhering a substrate base material on the rear surface of the surface section surface in contact with the mold; and a mold-releasing step of releasing the mold from the surface section.  In the adhering step, the adhesive surface on which the substrate base material of the surface section is to be adhered has an arithmetic average roughness of 0.1 nm or less and a planarity of 4 µm or less.
