PROBLEM TO BE SOLVED: To provide a toner supply roll satisfying all of toner supply performance, toner scraping performance, toner deterioration preventing performance and life prolonging performance, and to provide a manufacturing method of the toner supply roll. SOLUTION: The toner supply roll is constituted by forming a sponge elastic layer 2 on the outer peripheral surface of an axial body, and forming a skin layer 2a on the surface of the sponge elastic layer 2. A plurality of projecting lines T extending in the axial direction are formed on the surface of the sponge elastic layer 2 at predetermined pitches in the peripheral direction, and corner parts of the projecting line T and corner part of a recessed groove M between the adjacent projecting lines T are formed into curved surfaces 21 and 22, respectively, the sponge elastic layer 2 is formed of soft urethan foam material, and the skin layer 2a is formed to be soft. Cell openings formed by cells constituting the sponge elastic layer 2 are distributed on the surface of the sponge elastic layer 2, and openings resulting from the cell openings are distributed on the surface of the skin layer 2a at an opening ratio of≤10%.
