PROBLEM TO BE SOLVED: To surely suppress a code amount and reduce a deterioration of an image quality when compressing a dynamic picture image.

SOLUTION: An image processing part 170 of a dynamic picture image compression apparatus 100 determines a frame immediately before a scene change frame out of a plurality of frames composing the dynamic picture image having the bit rate when compressing the dynamic picture image by the variable bit rate method exceeding the predetermined threshold as an object frame to copy the region of a part of the scene change frame to the object frame corresponding to the scene change frame. The dynamic picture image compression apparatus 100 compresses by a fixed bit rate method the object frame with the use of the object frame processed by the image processing part 170, and the frame other than the object frame with the use of the original frame.
