<P>PROBLEM TO BE SOLVED: To provide a toilet seat heater which raises the temperature of a seat surface of a toilet seat in considerably short time, and is safe even in trouble. Ž<P>SOLUTION: The upper and lower surfaces of a metal foil unit is laminated with a first waterproof insulation foil 455a and a second waterproof insulation foil 455b which have a size larger than the outer shape of the metal foil unit of the toilet seat heater 450, so that the toilet seat heater 450 is provided which has improved insulation by preventing the entrance of water from outside. Further, since a heat insulator 490 is provided to be applied to a locking device 480, heat transfer is inhibited from a dense area 460c to the seat surface 410U to concentrate heat transfer on a thermosensitive portion 470a.
