PROBLEM TO BE SOLVED: To reduce the collision probability of packet signals even when a communication quantity is increased. SOLUTION: A frame specifying section 34 specifies a frame including at least a plurality of slots so as to repeat the frame and to secure a part of the plurality of slots included in the frame for using an access control apparatus. An idle slot designating section 42 detects a slot available for communication between radio devices from among the plurality of remaining slots. A selection section 110 selects a slot from a part of the plurality of slots for reporting information on the detected slot.
