PURPOSE: A communications system is provided to check the state of a system through a network by cutting off a surge and monitoring that a surge power is inputted. CONSTITUTION: A surge protector(31) discharges a surge voltage inputted to each electronic device through an outer ground terminal. The surge protector outputs data about the surge voltage with a pre-stored identification number. A management/controller receives the identification number and state data outputted from the surge protector. The management/controller transmits a control signal so that the electronic device corresponding to the surge protector is protected. The management/controller saves and updates an event for the surge voltage. An internet network is constructed between the surge protector and the management/controller and transfers data to a bidirectional direction.
