PROBLEM TO BE SOLVED: To provide a substrate unit and lighting system which can efficiently utilize a space in a device. SOLUTION: The substrate unit 7 includes: a substrate 71 having a front surface-side predetermined region on which a circuit pattern and a high component are mainly mounted, and other region in which the circuit pattern or the circuit pattern and a low component are mounted; and a case 73 in which the substrate 71 is housed, and which includes a step corresponding to the predetermined region, in which the high component is mainly mounted, and the other region, and a space S formed in a section corresponding to the other region by the step.
