PROBLEM TO BE SOLVED: To provide an optical scanning apparatus which maintains accuracy in the quantity of laser beam and reduces the quantity of ghost to be generated without increase in cost, the optical scanning apparatus being configured to perform APC and bias APC, in a non-image region, with respect to a plurality of lasers. SOLUTION: The optical scanning apparatus 200 using the plurality of lasers (303A, 303B, 303C, 303D), includes: APC for emitting the plurality of lasers in a time division manner and performing control of the quantity of light in such a manner that each quantity of light becomes a fixed value; and bias APC for performing control of the quantity of light in such a manner that each quantity of bias light becomes a fixed value. When implementing laser emission under the APC and the bias APC in a non-image region, at an image height where ghost may be generated in an image region with the emission of laser under the APC, the emission of laser under the bias APC is preferentially carried out.
