Disclosed is an optical waveguide comprising a core portion, and a cladding portion disposed adjacent to the core portion.  The cladding portion includes a low refractive index region having a refractive index lower than that of the core portion and contacting the core portion, and a plurality of high refractive index regions having a refractive index higher than that of the low refractive index region and spaced from the core portion with the low refractive index region therebetween.  The high refractive index regions are dotted or arrayed in the cladding portion.  Each of the high refractive index regions is composed of a material of the same kind as that of the core portion.  Each high refractive index region scatters the light which enters not the core portion but the cladding portion unintentionally so that the light can be prevented from reaching a light receiving element, thereby enhancing the quality of optical communications.
