PROBLEM TO BE SOLVED: To provide a system for managing entrance and exit allowing a plurality of operators who are respectively belonging to a plurality of tenants etc. to access only information about entering and existing persons to be managed.

SOLUTION: An operator authenticating unit 306 of a managing device 300 extracts the tenant number corresponding to an operator ID received from an operation terminal via a reception processing unit 304 from an operator information table 20, and transmits it to a transmission reception processing unit 303. An extraction processing unit 307 extracts data directly or indirectly including the tenant number from a table of a storing unit 302 corresponding to access classification which is received from the operation terminal via the reception processing unit 304, and transmits it to the operation terminal via a transmission processing unit 305. A card information updating unit 311 updates a card information table 70 based on the information when object card information including information for designating any pieces of data extracted by the extraction processing unit 307 from the operation terminal via the reception processing unit 304.
