PROBLEM TO BE SOLVED: To provide a fluorescent lamp emitting ultraviolet light which has quartz glass in the arc tube with the high transmittance of ultraviolet light and high efficiency, and has no problem such as the separation and fall-off of a phosphor, and has high reliability. SOLUTION: The fluorescent lamp (10) emitting ultraviolet light is provided with an arc tube (11) formed of quartz glass, a glass layer (14) which is formed of glass with a softening point lower than that of quartz glass and formed on the surface at discharge space side of the arc tube, and a phosphor layer (15) which is formed on the surface of the glass layer and is excited to emit ultraviolet light. In the manufacturing method of the fluorescent lamp emitting ultraviolet light, a glass layer (14) having a softening point lower that of than the quartz glass is formed beforehand on a tube formed of quartz glass, and the suspension of a phosphor mixing the phosphor and a binder is coated on the glass layer (14), and the phosphor (15) is calcined.
