PROBLEM TO BE SOLVED: To provide a spot size converter which does not have polarization dependence and which can be readily manufactured. SOLUTION: The spot size converter has a clad 14 that is arranged on a first principal surface 12a of a substrate 12, a first core 18 which is provided inside the clad and includes a light input/output area 16 having an inclined surface 18a which is exposed from the clad, and extends linearly, and whose cross section perpendicular to light propagating direction has a rectangle shape by being surrounded by a first side, a second side 18<SB>2</SB>facing the first side in parallel, a third side and a fourth side 18<SB>4</SB>perpendicular to both of the first and the second sides and facing each other, and a second core 20 arranged on the clad so as to include the inclined surface 18a of the light input/output area, and the light input/output area is a flat surface perpendicular to both of the third and the fourth sides and is an area where an inclined surface formed by obliquely cutting an area between the first side and the second side extends.
