PROBLEM TO BE SOLVED: To improve the easiness of traveling of a wheelchair on a mat for paving used, when paving using aggregate and wood chips. SOLUTION: This mat 1 for paving is a rubber mat 2 serving as an elastic sheet. Slip stoppers 3 are provided to one surface of the rubber mat. The rubber mat 2 includes honeycomb continuous partition walls 4, and hexagonal spaces surrounded by the continuous partition walls are used as filing holes 5. The filling holes 5 extend from one surface to the other surface of the rubber mat 2 therethrough, and the aggregate 6 serving as a granular paving material is filled therein.
