PROBLEM TO BE SOLVED: To provide a battery managing system that manages a plurality of battery cells efficiently, and to provide a method of driving the system. SOLUTION: The battery managing system includes at least one sub-battery managing system and a main battery managing system. At least one sub-battery managing system measures the information of a battery and generates an activating signal according to the operating state thereof. The main battery managing system receives the activating signal and determines the states of at least two sub-battery managing systems. When at least two sub-battery managing systems have normal states, the main battery managing system generates a synchronizing signal, and transfers it to the submanaging systems.
