<p><P>PROBLEM TO BE SOLVED: To provide a system and method for controlling a mobile phone, which control a mobile phone having read a unique ID of an IC chip in a card held over the mobile phone with a function to be started displayed on its surface to automatically start the corresponding function registered in advance, thereby enabling a user who has difficulty in detailed operation of keys such as a visually-impaired person or aged person to easily operate the mobile phone. <P>SOLUTION: An IC chip with a unique ID is built in a card with a function to be started displayed on a surface thereof.
