<P>PROBLEM TO BE SOLVED: To perform easy environmental pollution influence diagnosis not only in an abnormal state with hazardous material exhaustion but also for enabling travel in a region enabling hazardous material exhaustion control even a little though the abnormal state cannot be determined. Ž<P>SOLUTION: A vehicle normality diagnosing means determines whether the solution, output value and measurement value about vehicle type are within a reference value when diagnosing the vehicle normality. When both values are within the reference value, the diagnosing means determines a combustion system is normal. The diagnosing means re-diagnoses an engine electric control system when the output value is out of the reference value, or re-diagnoses an air intake and exhaust system when the measurement value is within the reference value.
