The specific permeability of a non-recording portion for separating magnetically a magnetic recording portion in a magnetic recording layer can be optimized to improve the writing characteristics and the reading characteristics of the magnetic recording portion.  Provided is a method for manufacturing a magnetic recording medium (100).  This manufacturing method comprises a magnetic recording layer filming step of filming a magnetic recording layer (122) on a disk substrate (110), a resist layer filming step of filming a resist layer (130) on the magnetic recording layer (122), a patterning step of forming a predetermined pattern having recesses and protrusions by treating the resist layer (130) thereby to vary the thickness of the resist layer (130) partially, and an ion implanting step of implanting ions into the magnetic recording layer (122) while interposing the resist layer (130).  The manufacturing method is characterized in that a region (a non-recording portion (134)) under the recesses of the magnetic recording medium after the ion implanting step has a specific permeability of 2 to 100.
