PROBLEM TO BE SOLVED: To provide a structure capable of preventing rising of a steering wheel at secondary collision at low cost. SOLUTION: An inclination angleαrelative to a virtual plane X perpendicular to a central axis of a steering column 4a of a long hole 10c is made larger than an inclination angleβrelative to a longitudinal direction Y of the central axis of the steering column 4a regardless of height position of the steering wheel. Thereby, at the secondary collision, the tilt bolt 13a is displaced to a front lower side of the long hole 10c and upward displacement of the steering column 4a can be prevented by engagement of the tilt bolt 13a and the long hole 10c.
