<p><P>PROBLEM TO BE SOLVED: To reduce use of polyethylene bags by automatically recognizing the use of a polyethylene bag and automatically charging a fee corresponding to the number of use of polyethylene bags. <P>SOLUTION: A packaged article providing unit 1a keeps multiple packaged articles, and outputs predetermined notice information when detecting that at least one of the multiple packaged articles is taken out. A counting unit 1b counts the number of provided packaged articles based on the notice information output by the packaged article providing unit 1a. A fee calculating unit 1c receives input of a fee payment request, and calculates the total amount of the packaged articles based on the number of packaged articles counted by the counting unit 1b.
