PURPOSE: A rotary power generator by gravity and hydraulic pressure is provided to generate torque of a rotator by discharging the water from a water reservoir to the rotator and carrying the water discharged after turning the rotator to the upper part of the water reservoir. CONSTITUTION: A rotary power generator by gravity and hydraulic pressure includes a rotator(100). The rotator comprises a supply pipe rotating shaft, a discharge pipe rotating shaft, a bag intake opening and closing unit, a bag discharge opening and closing unit, and expandable bags. A pressure supply opening and closing unit(44) is serially connected to a pressure supply pipe(52) connected to the supply pipe rotating shaft by a waterproof hinge so that the water pressure of a water reservoir is transferred to the rotator. A pressure discharge pipe(51) is connected to the discharge pipe rotating shaft by a waterproof hinge. The water pressure of the water reservoir is carried via the rotator to the upper part of the water reservoir. The top of the rotator is always lower than the upper water level of the water reservoir.
