PURPOSE: A method and a service apparatus for packaging a multimedia content and advertisement based on meta data are provided to propose the reasonable connection relation between consumer and the content manufacturer by supplying a cost according to the degree of consumption. CONSTITUTION: A contents/advertisement connector(230) determines advertisement data and searches contents metadata and advertisement metadata according to a connection state of the advertisement and contents. A package generator(240) generates the package content including content and advertisement data. A transmission estimation of frequency unit(270) measures the delivering advertisement times in which the package content is delivered to movement or the heat to users.
