PURPOSE: A manufacturing method of an elastic paving material and a method for packaging a thin layer using the elastic paving material are provided to reduce the entire construction time, and to improve properties of the elastic paving material in intensity and waterproofing etc. CONSTITUTION: A manufacturing method of an elastic paving material includes the following steps: heating a specific binder mixed with an elastic MMA resin binder, asphalt, thermoplastic rubber, and additives in a cooker at a temperature of 150~200°C; putting aggregates with the binder into a mixer; heating the aggregates at a temperature of 100°C; mixing the aggregates and the binder in the mixer; separating the mixed aggregate and the binder; packing materials after cooling the materials in water.
