PURPOSE: A device for handover between RNC(Radio Network Controller)s and a method thereof are provided to maintain an interface with an RNC to which previous RNC and UE perform handover in a system until a handover process is finished. CONSTITUTION: A first message transmitting unit(210) transmits a first message informing conversion of an RNC to a UE to which handover is performed from previous RNC. A second message transmitting unit(220) transmits a second message informing conversion completion of the RNC to a core network when transmitting the first message. If a confirming message about the first message is not received from the UE the predetermined time passes, a determining unit(230) determines retransmission of the first message.
