PURPOSE: A silence generation detecting device and a method for the same are provided to detect a transmission path by which silence generation is caused in a call connection tone service in real time. CONSTITUTION: A sound source emission time measuring unit(162) measures and stores transmitting time of sound source data of a transmission path. A silence generation detecting unit(164) performs statistic processing of measured sound source emission time during time which is preset on the transmission path. The silence generation detecting unit produces a statistical processing value. If the produced statistical processing value is smaller than a preset critical value, the silence generation detecting unit detects that sound data is not normally transmitted from the transmission path.
