A service charging method is provided. The method includes: a data service management device receiving the current communication service scene information of a user forwarded by a service engine/gateway; and based on the current communication service scene information of the user, in the corresponding relationship of the prestored communication service scene and the charging priorities for the various accounts, searching for the priorities information for charging in the various accounts, the various accounts including the various free accounts of the user; based on the searched priorities information, charging for the prestored various accounts of the user in order, and forwarding a charging result to the intelligent network; based on the charging result forwarded, deducting the cost of the prestored various accounts of the user in order by the intelligent network. A service charging device and system and a service management device are also provided.
