PURPOSE: A 3D control system and method specialized for a navigation system are provided to implement a controller specialized for 3D navigation through a control environment in which 6-axis manipulation is possible. CONSTITUTION: A 3D control system specialized for a navigation system comprises a map providing device(120) which displays a map screen and a control device(110) which controls the heading up or panning of the map screen. The control device includes a mode conversion part(112) which switches between a head up mode and a pan mode, a motion detection part(111) which detect the 3D motion, and a controller(113) which outputs control information according to the detected 3D motion to the map providing device.
