<P>PROBLEM TO BE SOLVED: To provide a winding device separately winding an unnecessary portion and a necessary portion of a long material when winding the long material, and suitable for, for example, winding a long resin film of small film thickness when the film is subjected to sputtering by a sputtering process having multi-stage sputtering steps. Ž<P>SOLUTION: The winding device 30 includes a columnar internal winding core 32 for winding an unnecessary portion around its outer circumferential surface, and a cylindrical external winding roll 34 for winding a necessary portion around its outer circumferential surface. The internal winding core 32 is rotated around a rotary shaft 40 penetrating through a center part of its cross section, and one longitudinal-direction end of the rotary shaft 40 is connected to a power source 42 such as a motor. When the power source 42 is driven in a forward or reverse direction, the internal winding core 32 is also rotated in a forward or reverse direction accordingly together with the rotary shaft 40.
