<P>PROBLEM TO BE SOLVED: To provide an encoder and a decoder of LDPC (Low-Density Parity-Check) code suitable for the LDPC concatenated code, and a program, a transmission apparatus and a reception apparatus. Ž<P>SOLUTION: The encoder, making a code length as N<SB>i</SB>, and an information length as K<SB>i</SB>, is provided with: an information unit of a matrix whose check matrix of the LDPC error correction code proportional to a code length N<SB>i</SB>is a matrix with a (N<SB>i</SB>-K<SB>i</SB>) row and K<SB>i</SB>column; and a parity unit of a matrix with (N<SB>i</SB>-K<SB>i</SB>) row and (N<SB>i</SB>-K<SB>i</SB>) column. The parity unit includes: a means for setting d which satisfies 2<d<N<SB>i</SB>-K<SB>i</SB>; a means for arranging 1 from (1 row, 1 column) to (N<SB>i</SB>-K<SB>i</SB>row, N<SB>i</SB>-K<SB>i</SB>column) sequentially in step-wise; a means for arranging 1 from (d row, 1 column) to (N-K row, N-d+1 column) sequentially in step-wise; and a means for arranging 0 in all part where 1 is not arranged.
