PROBLEM TO BE SOLVED: To prevent a description offensive to public order and morals, which is included in e-mail, from being seen by a receiver of the e-mail. SOLUTION: When an e-mail message is included in a payload part of a data packet transferred from a communication interface 11-2, a control part 13 in a relay apparatus 10-m determines whether character strings offensive to public order and morals are included in a text part or not. When character strings offensive to public order and morals are included, the text part in a mail body of the original e-mail message is encoded to generate concealed data. Then, the control part 13 overwrites a concealment notification character string on the text part of the original e-mail message, generates a text-concealed e-mail message describing the concealed data in a content body which is a part different from the text part and transmits the generated message to a terminal 20-i.
