ENCODING METHOD, ENCODING APPARATUS, DECODING METHOD, AND DECODER

PROBLEM TO BE SOLVED: To efficiently encode a signal to obtain an expandable bit stream.

SOLUTION: Each block of a signal is expressed as a bit plane sequence and is scanned and transmitted in descending order of importance. Each bit plane is scanned and transmitted in a square scanning zone (RMAX/CMAX) starting from a corner (left upper corner) of a block. The bit stream is cut at a predetermined position to be quantized at a predetermined bit rate. In the beginning, all values are so marked as to indicate that they are not important. For each bit plane, a bit is transmitted with respect to each of important values (value which newly becomes an important value in the previous bit plane). In addition to an important value, a display showing whether an unimportant value newly becomes an important value in the present bit plane is transmitted. The dimension of the square scanning zone is selected, and a value which newly becomes important in the present bit plane is transmitted.
