PROBLEM TO BE SOLVED: To provide a terminal device, and a resource transmission and reception system, which allow the reduction in load of a higher device (server) in resource distribution processing without processing for load balancing in the higher device. SOLUTION: The proposed terminal device is connected to the server which distributes resources being data and programs required to be periodically updated. The terminal device includes: a transmission time calculation part 15 which calculates a time zone corresponding to a first number calculated from device identification information of the terminal device itself, in time zone information associating respective time zones of a day with numbers identifying the respective time zones and calculates a transmission time of a reception resource reception request so that balancing may be performed among terminal devices in the time zone corresponding to the first number; and transmission parts 16 and 21 which transmit the resource reception request to the server in the calculated time zone.
