A relay station (130) includes: a terminal communication unit (354) which executes radio communication with a base station (120); a base station communication unit (350) which executes radio communication with one or more radio communication terminals; and a data rearrangement unit (356) which rearranges communication data contained in a communication band allocated to a radio communication terminal, to a communication band allocated to the base station, and rearranges the communication data contained in a communication band allocated to the base station, to a communication band allocated to the radio communication terminal.
