<p><P>PROBLEM TO BE SOLVED: To provide a device binding a criminal person with rope from a separated place, and capturing and detaining the criminal person. <P>SOLUTION: This flying net bullet A to be flied in the air by a launching device, is constituted by weaving a net into the conical shape by using a thin, light and strong nylon yarn which is put on the market, by advanced net-making technique, and folding and storing the net in a cylinder. The blasted flying net bullet strikes the brutal criminal from a separated place, wraps around the criminal by coasting at the moment of arrival, and detains the criminal, thus binding with rope is completed. As the criminal bound with rope is detained, criminal's action gets restricted.
